Briefly: install “Microsoft Visual C++ 2015 Redistributable” and while creating new Backup in Options tab choose Advanced options and copy parameter snapshot-policy=on. It is required to have administrator’s permission.
This solution is necessary to have access and create backups for files which are used by other software for example databases and Microsoft Windows provides Volume Snapshot Service. Furthermore, user must have access to administrator’s permission. Creation of snapshots depends on version of Windows operating system, VSS service and configurations.

If that’s the case and you wish to avoid it, copy "C:\Program Files (x86)\Files.fm backup\" file "alphavss.rar" and unzip it in Files.fm backup\ folder. "alphavss" can be downloaded from: https://failiem.lv/software/files.fm_backup_windows_alphavss.rar
Opened file backup and Windows Volume snapshot can be tested, opening Command Prompt with administrator’s permission and entering the following command line: c:\>"Program Files (x86)\Files.fm backup\Duplicati.Library.Snapshots.exe"
